17. What was the big mistake made at Kaibab?

The Kaibab Plateau in Northern Arizona was the scene of wholesale elimination of all mammalian predators of deer. The deer population got out of control and eventually 1000's of deer died of starvation.

Trying to control a population by controlling a higher trophic level. It just does not work. You must improve the environment instead of controlling the organisms.
